The Regional Water Programme focuses on people rather than paper.
The overall development objective is:
“Equitable and sustainable access to water resources;- improvement in regional integration and economic benefits for present and future generations of Southern Africa”.
The Regional Water Programme supports SADC Water Division with establishing Integrated Water Resources Management processes and procedures as the standard in the SADC member states.
All programme activities are focussed around implementing of the principles of IWRM. The programme is anchored in the SADC Regional Strategic Action Plan (RSAP), where it supports action plan activities on capacity building and good governance.
The programme runs until February 2009, and has a overall budget of DKK 39 mill.

IWRM Demonstration Projects
Consultancy Fund
This component is a capacity building initiative aimed at increasing the capacity of consultants and institutions in the region with respect to applying IWMR principles in practical projects.
Research Fund
This component is aimed at increasing the capacity of the research community in the SADC region with respect to doing research on IWMR application , and it is also aimed at supporting actual IWRM research.
Awareness Creation
This component supports SADC Water Division with developing a Communication Strategy. The component is targeted at decision makers and the media. The component aims at exposing and involving decision makers from the water sector and from non-water sectors in debated around water resources management, this is often done by bringing people to events where water issues are being discussed. The component also aims at increasing the capacity of the media for analysing and reporting on water resources management issues.
IWRM Demonstration Projects
This component implements the IWMR principles in practise in five different demonstration projects. The projects all are aimed at improving peoples livelihood through food security, institutional strengthening and to demonstrate how water can be used as a catalyst for growth and development The demonstration projects are located in Zambia, Swaziland, Malawi, Mozambique and Namibia.
The results from these projects will be collated, analysed and used for up-scaling to local and national government level.
